Financial Analyst Director

Rick D. Riley is a seasoned tax and financial professional with over 33 years at the IRS, specializing in forensic accounting, statistical data analysis, and regulatory compliance. As Lead Tax Examiner in the Statute Unit and Large Corporate Accounts, he provided technical expertise in tax law, managed high-stakes cases, and ensured compliance for businesses across half the U.S. His work focused on preventing statutory expirations, auditing complex financial data, and mitigating risk through detailed analysis.

A graduate of Xavier University with a B.S. in Communication Arts, Rick combined his analytical skills with strong leadership as President of NTEU Chapter 73. He led critical negotiations during the closure of the Cincinnati Service Center, securing 1,400 new jobs, 700 buyouts, and 400 promotions for affected employees. His expertise in financial oversight and operational strategy set a precedent for future restructuring efforts.

Beyond taxation, Rick applies his skills as an instructor for the U.S. Concealed Carry Association, teaching home defense and firearm safety. His leadership experience across multiple organizations highlights his ability to manage financial, operational, and legal complexities with precision and accountability.
